Educational platforms and digital ecosystems: international cooperation

In the context of techno-economics, global competition in education is becoming increasingly important, as an element of active promotion of the Russian paradigm of economic, technical and social interactions. The world is actively moving towards digital platforms, which become not only business tools, but also form around themselves highly capitalized ecosystems of the new digital techno-economics. In the field of education, digital competencies, the growing IT specialization of industry, and solutions that will meet the needs of the real economy are crucial.

The country's development strategy for the next decade provides for the leading role of science and education in the realities of the new geopolitical situation. In the field of science, the sphere of innovation becomes critical, including effective scientific search, new creative solutions, development of education technologies, search for new partners in the conditions of strategic refocusing on the Global South. Development of digital technology dramatically expands the boundaries for export of Russian education. Platform services developed by specialists in this field can bring the global and domestic industry to a new level of development and international cooperation. The reorientation of Russia's macroeconomic ties from the West to the East and the South-East necessitates changes not only in the structure of economic transactions. It becomes necessary to fundamentally change the methods of technology transfer, methods of transparent and safe movement of capital, ensuring barrier-free and reliable two-way movement of material values, resources, and innovations. Section "Technologies and Platforms as Growth Points for State Corporations"

The active substitution of traditional forms of doing business with new formats based on wide use of information and communication technologies, knowledge, and data in digital form, testifies to the high competitiveness of digital business models in modern conditions. Therefore, the digital transformation of enterprises using traditional business models becomes a matter of survival in the new digital environment.

The particular relevance of this issue for state corporations and companies with state participation is associated with the unique combination of market and socially significant functions they perform in the economy. As important backbone elements of the economy, integrating the results of various high-tech industries, a corporation must build effective communications with its counterparties and other stakeholders, which requires the formation of a single information space using digital technologies. As a participant in highly competitive global markets, a corporation must comply with best business practices in order to remain competitive.

Thus, the task of increasing the efficiency of state corporations, taking into account the conditions of the digital economy, seems relevant for the development of domestic industry.

Science and Art make up the World of the Future

Generally, the most lucrative and successful projects are created when scientists and artists work together. Such an alliance is beneficial for both parties. Artists immerse themselves in complex scientific questions and, by dissecting them through artistic means, expand our understanding of the use of familiar methods and materials. Scientists, in their turn, provide artists with new tools and technologies, as well as with laboratories and instruments. In the "new world" the collaborations become even more complex, involving engineers, IT specialists, designers, etc. This gives a more "interesting result" and develops Creative Industries in Russia as a whole.

Is techno-biological art aimed at a limited audience or a product of mass culture?

Section "Patriotism via Technology: Involvement of Young People in Technological Development of our Country"

The withdrawal of the largest international IT companies from the Russian market and Western sanctions have raised the question of achieving Russia's technological independence as soon as possible, since technology is one of the most important indicators for developing the country's competitiveness. And today it is important to act according to the new economy, tactically using "soft power", which is science, innovation and mass culture. The knowledge economy is the highest stage of development of the post-industrial and innovative economy, which focuses on the development of not only the competencies of young people on the basis of educational institutions, but also patriotic culture and readiness to apply these competencies in Russia. Nevertheless, the issue of "brain drain", especially of IT specialists, does not cease to be relevant in the current economic and political situation.

The state promptly responds to these challenges by creating an environment for the development of IT among young people, using various support measures, including the development of scientific and technological entrepreneurship based on Universities, because the creation of new engineering solutions leading to full-cycle import substitution (from software to the production of equipment, private space and unmanned aerial vehicles, etc.) and as a consequence, technological independence is inextricably linked with the idea of statehood.

Platform management technologies in the Digital Economy

A new format of techno-economics is the implementation of platform management of organizations built on network models that unite individual organizations through modern information and communication solutions into common processes for creating products and services. The construction of digital platforms is a response of the management system to the development of digital twins of the main activities in production, trade, and services. This determines the need for digital business models of interaction between participants in value chains, which gives rise to a request for effective management technologies that can optimize the algorithms for coordination, adoption and implementation of management decisions for the development of products and services. Intellectual Property and Digital Rights as Tools for the Development of the Platform Economy

The COVID-19 pandemic stimulated the trends that began in the mid-10s of the 21st century to form the so-called platform economy, in which business entities actively profit and gain competitive advantages through the use of various digital platforms. Companies develop their platforms and connect to partner services. In this business model, intangible and digital assets have become a significant component: intellectual property and digital rights. They are becoming increasingly important, and their value and share in the assets of enterprises of various forms of ownership is growing. To create favorable conditions for business development in the new realities, the legal framework is being improved, new institutions of civil law are emerging.

Digitalization and innovation: a new language of international communication

The introduction of digital technologies in public and corporate governance within the framework of interstate associations is characterized by synergistic effects, including increasing the availability of digital goods and services for consumers, creating the infrastructure of a single digital market and turning the digital sector into a driver of economic growth.

Digital technologies contribute to the consistent removal of barriers to cross-border e-commerce, simplification of the rules for its regulation, harmonization of legislation in the field of competition, consumer protection and elimination of discrimination.

At the same time, it is necessary to improve the regulatory framework that stimulates investment in technology development, the creation of digital platforms and ecosystems, ensuring cybersecurity and data protection, as well as the development of standards in the field of functioning of a single digital market, including e-health, logistics, smart metering systems in energy and others.

In this regard, an urgent problem is the construction by the member states of the associations of a balanced policy in the field of digital technology development, which would help increase the efficiency of their interaction.

Digital platforms as a tool for transforming the food supply system: new products and technologies

In the paradigm of the digital industrial revolution, the new way for the development of manufacturing companies is not to increase production capacity, but to create and maintain the development of platforms that combine the processes of collecting, storing, processing and operational data management at all stages of the product life cycle. Production facilities become applications and services on the platform, which are configured depending on the consumer's request.

The implementation of this concept is based on the formation of a new system by creating a digital database that includes "product digital twins", including nutrients, food recipes and diets, and "digital twins of consumers", their anthropometric, medical, genetic and other characteristics, combined on a single digital platform - the "personalized nutrition" platform.

The transition to the principles of personalization in the system of food supply for the population is a key element in the development strategy of modern society. Its solution predetermines the resolution of modern contradictions: from reducing disproportions in the food supply of various social groups and improving the life quality and health of the population, to reducing food losses through its rational use.

Digital state planning as a necessary condition for the development of the Military-industrial complex

The events we took part in in 2022 had a sobering effect, including on the most active part of the economy right now, the defense industry. The inadequacy of the structure of most defense industries to new tasks and requirements has become aggravated, an excess of obsolete capacities has clearly manifested itself, and the efficiency of their further use has decreased. Most of the domestic weapons still use imported spare parts, component base, materials.

Today, in strategic planning, in particular, in the military-industrial complex, an integrated approach is not fully ensured, since the developed plans and programs are often not coordinated with each other both in terms of time and goals. In addition, it is far from always possible to organize interaction between the departments responsible for their implementation at the proper level. All this requires the development and improvement of the strategic planning system, moreover, on a qualitatively new basis.
